JONATHAN W. SAVINO
Board of Selectmen
Jon is a lifelong resident of Windsor Locks, and a graduate of Windsor Locks High School, Class of 1973. Jon had an expansive career with United Airlines where he worked in the Operations area at Bradley International Airport. Jon was the Safety Coordinator for United at Bradley and was also on United’s East Region Safety Team.
Jon has enjoyed his role as a Commissioner on the Inland Wetlands Watercourses Commission and an alternate on the Windsor Locks Planning and Zoning Commission. Jon is a prostate cancer survivor and is a volunteer on two Patient Advisory Boards affiliated with Hartford Hospital. Jon was a member of the Teamsters Union as well as a Union Steward and was also a member of the IAM.
Jon is also a member of the Polish National Club and was a co-founder of the Windsor Locks Men’s Softball League formed in the late 1970s. In the 1980s, Jon was a volunteer with the Windsor Locks Lions Ambulance as a Medical Response Technician. Jon looks forward to serving the community of Windsor Locks as a member of the Board of Selectman.
Patty Murphy
BOARD OF FINANCE
Since 1963, Patty has been a Windsor Locks resident, with stints living in Boston and North Granby. Patty is a proud graduate of Windsor Locks High School Class of 1975. Patty graduated from the University of Hartford, with honors, with a BSBA Economics/Finance degree.

Patty retired in 2018 after an extensive career in the investment and banking communities in Boston and Connecticut focused on Customer Analytics. Patty is a volunteer with McLean Hospice and a member of the Irish American Home in Glastonbury. In her spare time, enjoys golfing, traveling, and is an avid walker (with and without her rescue dog). Patty also vigorously campaigned with Jane Garibay, 60th District State Representative in 2020.
Patty has been one of the most active leaders in the Windsor Locks DTC. She has served on the Board of Finance through the beginning of the newly adopted and proposed Windsor Lock's budget for 2022-2023. Patty works diligently with the Board of Finance to ensure fiscal reliability and to promote different thoughts and ideas from her constituents. With years of relevant experience, we are grateful to have Patty in one of our most important and influential positions in Windsor Locks.
JIM MCGOWAN
Board of Education
Jim McGowan is a homegrown resident of Windsor Locks. He graduated from Windsor Locks High School Class of 1980 and attended Central Connecticut State University. For the last six years, Jim has been a member of the Board of Education in Windsor Locks.
Jim is dedicated to bringing quality and accessible education to the town of Windsor Locks. Jim is known for being an active leader and mentor for the youth in Windsor Locks. He is a strong advocate for children with disabilities, serving on the Windsor Locks Public Schools Special Education Advisory Council. Jim also served his community during the SAR-COVID 19 pandemic as the Co-Chair of the Long Term COVID-19 Recovery Committee. Jim has held many roles such as the Planning Committee, WL Historical Society, the Dollars for Scholars, and Tom Savage Quarter Note Foundation Boards. Jim is one of the most well-known members of the WL DTC. We appreciate his service to the DTC and Windsor Locks.
