Boards and Commissions
Below is a list of the Boards and Commissions for the town of Windsor Locks. Please take the time to look through and find anything that strikes your interest. We are always looking for candidates to run for elected positions. Some positions are appointed by the Board of Selectmen and don't require running in a campaign. If you are interested in running or being a part of our many boards/commissions, please send the Windsor Locks DTC an email. We will gladly get back to you.
Arts Council
Appointed by BOS
The Windsor Locks Art Commission is responsible for the beautification of Town spaces and coming up with various creative projects that help enhance the quality of life of all citizens and builds community by supporting individual creativity, cultural preservation, economic development, and lifelong learning through the advancement of the arts. The Windsor Locks Arts Commission meets on the Second Thursday of each month at 6:00 p.m.
Board of Assessment Appeals
Elected Position
The Board of Assessment Appeals is an elected position and is responsible for hearing and deciding tax assessment appeals in conjunction with the Assessor Office. This board meets on an as-needed basis a few times a year.
Board of Education
Elected Position
The Board of Education is an elected position and serves as the supervisory authority to the Windsor Locks Public School System. Board of Education meetings & their sub-committees meets multiple times a month and meetings can tend to run long depending on agenda items.
Board of Finance
Elected Position
The Windsor Locks Board of Finance is responsible for setting the Town budget and approving Town expenditures. Meetings are generally on a bi-weekly basis and meet on the 2nd & 4th meeting of each month at 6:30 pm. During budget, season meetings can become more frequent and quite lengthy. The Board of Finance is responsible for the administration and is tasked with budget preparation, requesting, and reviewing budget estimates, compiling budget documents, and recommending the budget to Town meetings. The Board of Finance is also responsible for setting the Mill Rate.
Capital Improvements Advisory Committee (CIAC)

The Capital Improvements Advisory Committee is responsible for advising the Board of Finance on one-time significant purchases. Meetings are on an as-needed basis and become more frequent at the beginning of the budget season. Interested parties should have a good understanding of Town goals and department initiatives.
Committee on the Needs of the Ageing (CONA)
Elected Position
The Senior Center (Ettore F. Carniglia Senior Center) is under the administration of the Town of Windsor Locks through the office of the First Selectman with the assistance of the Commission on the Needs of the Aging (CONA). CONA is tasked with overseeing the operation of the Senior Center and the Director. Meetings are generally held on the third Monday of the month at 6:00 p.m., at the Senior Center.
Conservation Committee

The Conversation Committee is responsible for several public outdoor owned spaces including trail cleanup and protecting Conservation land from development or disturbance. The Conservation Commission meets on an as-needed basis.
Constable
Elected Position
Constables are an elected position and are authority is governed by Connecticut State General Statutes. Constables are rarely used in the Town of Windsor Locks, however, if the need arises for a Constable to perform a service the interested party should be familiar and comfortable with doing so.
Democratic Town Committee Member

Our local Democratic Party is an open, diverse, and inclusive organization focused on the goal of promoting Democratic ideals, helping local candidates get elected, and engaging voters in the election process. As an organization we are continuously looking for new members, such as yourself, to volunteer on one of the various boards and commissions. To become a member of the Democratic Town Committee, you must first be a registered Democrat. To register or change your party affiliation, please visit the Secretary of State’s website at https://voterregistration.ct.gov/OLVR/welcome.do and follow the instructions.
Attending our meetings, getting involved with activities in town, and volunteering for Democratic campaigns is a great way to get involved and give back to our community. The Town Committee meets once a month on the fourth Wednesday of each month at Town Hall at 7:00 pm.
Deputy Registrar of Voters
Elected Position
The Deputy Registrar of Voters is appointed by the Registrar and is responsible for assisting the Registrar of Voters in the administration of National, State, and Local elections for the Town of Windsor Locks. As Deputy Registrar of Voters you will be responsible for assisting members of the public to register to vote, working the polls on Election Day, and preparing election correspondence. A good understanding of election law is required (training and assistance are available). In the event the Registrar of Voters is unavailable the Deputy automatically steps in to become the Registrar. Depending on the time of year, job duties may require two hours a week.
Economic Industrial Development Commission (EIDC)

The Economic Industrial Development commission is the town development agency responsible for economic development in the Town and responsible for increasing growth in the grand list, identifying in-fill and redevelopment opportunities, attracting new business to Windsor Locks, Facilitating growth, and providing recommendations to the Selectmen regarding business-related issues. The EIDC meets on the fourth Thursday of each month at 6:30 p.m.
Fire Commission
Elected Position
The Fire Commission is an elected position responsible for overseeing and managing the Fire Department and for advocating and making recommendations to improve the vital work of our volunteer firefighters. The Fire Commission meets on the 2nd Wednesday of each month.
First Selectman
Elected Position
The First Selectman acts as the Chief Executive Officer for the Town of Windsor Locks and is responsible for the management and facilitation of the Town Government. The First Selectman is responsible for a wide variety of administrative tasks including the supervisor and management of various Town Hall employees and support systems. The First Selectman chairs the Board of Selectmen and manages the day-to-day operations of the Town. The First Selectman has some individual, specified duties, but mostly functions as a standalone office responsible for carrying out the Town's business and its political agenda. This is a full-time 40-a-week position with salary and benefits.
Historical Commission
Elected Position
The Historical Commission is responsible for the care and preservation of Town artifacts, documents, and historical buildings. The Historical Commission meets 4 times per year on the 3rd Tuesday.
Housing Authority
Appointed by BOS
The Housing Authority is appointed by the Board of Selectmen and is responsible for overseeing the Housing Authority which is governed by Federal and State Statutes. The Housing Authority directly oversees the director, staff, and maintenance of the property owned by the Housing Authority. The Housing Authority is not an agent of the Town but rather a creation of the Federal Government. They generally meet once a month on the 3rd Monday of the Month.
Islands & Wetlands Commission

The Inland Wetlands and Watercourses Commission (IWWC) in each municipality is responsible for reviewing activities that may impact a wetland or watercourse. The purpose of the Commission's regulations is to minimize or prevent disturbance and pollution of the town's wetlands and watercourses, including its bogs and swamps, as well as its lakes, ponds, rivers, and streams. The Inland & Wetlands Watercourses Agency meets regularly.
Justice of the Peace
Elected Each Political Party
Justice of the Peace is allowed to put forward 9 names to serve as members of the Justice of the Peace. The position of Justice of the Peace is governed by CT State Statute. JP's have the authority to provide a wide variety of tasks, but most often have the ability when called upon to perform Marriage Ceremonies.
Park Commission
Elected Position
The Park Commission is an elected position responsible for the oversight of the Windsor Locks Park and Rec department including the care of the more than 21 parks and public spaces we have in Town. The Park Commission meets once a month on the 2nd Monday of each month.
Planning & Zoning
Elected Position
The Planning and Zoning Commission is required to develop the Town's Plan of Conservation and Development and its subdivision regulations. The Commission is responsible for issuing special permits and exceptions under the Town's zoning regulations. The commission reviews proposals for various types of improvements making proposals for various types of improvements making certain that zoning regulations are obeyed. The Commission regularly meets on the second Monday at 7:00 p.m., at the Town Hall.
Police Commission
Elected Position
The Police Commission is an elected position responsible for the oversight of the Windsor Locks Police Department. Elected to manage the Town's Police Department. They meet on a monthly basis to review department budgets, address concerns of the public, and ensure that the Police Department has all of the necessary equipment required.
Registrar of Voters
Elected Position
The Registrar of Voters is an elected position that is responsible for the administration of National, State, and Local elections for the Town of Windsor Locks. As Registrar of Voters you will be responsible for assisting members of the public to register to vote, working the polls on Election Day, and preparing election correspondence. A good understanding of election law is required (training and assistance are available). Depending on the time of year, job duties may require two hours a week. A stipend is included as compensation for your time.
Selectman
Elected Position
The members of the Board of Selectmen are elected to manage the Town's day-to-day operations. As a member of the Board of Selectmen, you will be responsible for attending bi-weekly meetings on the First and Third Tuesday each month to address concerns and advocate for members of the public.
Sewer Commission
Elected Position
Members of the Sewer Commission are elected to oversee and manage the Sewer System in Windsor Locks. Members of the Sewer Commission meet monthly with the Board of Selectmen to serve as the Water Pollution Control Authority (WPCA), which is charged with the total management of the Town's waste management system except with the construction and management of the sewers.
Tax Collector
Elected Position
The Tax Collector is a full-time 40-hour week position with a salary of roughly $70,000 Monday -Friday. The Tax Collector is responsible for collecting and reporting the taxes and sewer use fees collected on behalf of the Town. The Tax Collector is governed by Connecticut State Statute and a good understanding of Tax Law is required. The Tax Collector is also required to take and pass a certification course (paid for by the Town).
Town Clerk
Elected Position
The Town Clerk is a full-time 40-hour week position with a salary of roughly $70,000 Monday -Friday. The Town Clerk position is governed by Connecticut State Statute and responsible for filing and maintaining the Town's records, including Land Records (Property Deeds, Mortgages, & Releases), Birth, Marriage, and Death Records, along with assisting the Registrar of Voters to organize and certify election results on behalf of the Town of Windsor Locks. The Town Clerk is required to pass a certification course (paid for by the Town).
Town Treasurer
Elected Position
The Town Treasurer in Windsor Locks is responsible for signing checks on behalf of the Town. The Town Treasurer is governed by CT State Statutes and is responsible for appointing a Deputy Treasurer and in their absence the Deputy performs all duties. The Town Treasurer is responsible for overseeing the payment of Town bills and investment of Town funds.
Zoning Board of Appeals
Elected Position
The Zoning Board of Appeals (ZBA) is authorized to review and act on applications to vary the Zoning Regulations or to grant special permits if it is determined that the regulations create an unusual hardship. This board also hears appeals where citizens feel any decision or order made by the Zoning Enforcement Officer was made in error. In addition, the State of Connecticut requires that location approval for new dealer/repairer/fuel sales licenses be decided by the ZBA.
